Dear Yacine,
In your last Cangonet bulletin, part of which can be seen at the end of this
e-mail, you have quoted that the Samana Mega Marina and Port project does
not have the Environmental Impact Studies. I can gaurantee that it does,
since we EMPACA (Ecoturismo Mundial & Proyectos Ambientales, C. por A) have
worked very close with our environmental athourities (INPRA) (local
dominican EPA) to assess the probable causes of these kind of situations.
The EIA was presented after they started construction works and after the
fish started to die, a pitty but necesarally not the cause of the deaths as
can be notted on the official INPRA report which is attached as an addendum
to the EIA.
Our firm has been working in the EIA since the project started in january
but they could not wait until we sibmitted the papers until they started the
construction fase as you can see. This is the result of a poorly mannaged
project timeframe and it should of been done months before the project
started to take into account all the environmental recomendations that we
have submitted in the EIA report.
So as you can see, (although they have not finished paying u$ yet) they do
have the EIA since september 99.
Please look at another newspaer report in periodico "HOY" from thursday
january 13th to look at our company profile and the Beach restoration EIAs
that where ordered by the SECTUR (Tourism Ministry) for our north coast
beach erosion problem solving.
Would appreciate if you post this e-mail.
Best regards,
Ing. Miguel Angel Cabral

residential and tourism development on the Malecón of Samana has been
paralyzed. The newspaper reports that Samana residents are complaining of
the abandon in which the builders have left the area. The ambitious project
had been begun in May with the attendance of President Leonel Fernández. It
calls for an investment of RD$4,000 million. The project met with opposition
of environmentalists when the Instituto Nacional de Protección Ambiental
(INPRA) alerted that the displacement of mud to prepare for the port
construction was probably to blame for the death of thousands of fish in the
bay area. The government environmental organization said that the builders
of the project did not carry out the required environmental impact study
prior to starting the construction. Promoters of the project are Bancalari,
Delgado y Asociados. El Siglo says that delays in getting government
